How exactly did you "clear your cached files"? Did you use the global "Clear Cache" option, or some other way?
Assuming you used "Clear Cache", all the thumbnail previews that you see the grid view should still be on the phone, yes? In which case the files themselves will download automatically whenever you open them into one of the loupe views (e.g. to edit), but what downloads will depend on the settings in the LRCC app and on what file type you have in the cloud. If you only have Smart Previews in the cloud, i.e. they were uploaded from LR Classic, then obviously you can only download the Smart Preview onto your phone. But if you have originals in the cloud then you can download either the original or a Smart Preview (see the option to "Download Only Smart Previews" on the Cloud Storage & Sync tab in the app's settings).
You can also, or a per album basis, elect to download ALL the images in that album. That is controlled by the "tridot" menu (click on the "three dots" icon for the album in the Albums list) where there is an option to "Store Locally".....once enabled that will download either SPs or originals as per the overall settings.
Of course, if you actually did something else we'll need to understand what exactly that was.
