New to Lightroom CC. Upload of photos has maxed out cloud storage!!
How do I eliminate cloud storage, keeping all photos on my MAC and external HD?

Do you know if Adobe will continue to provide service/upgrades to Lightroom Classic? And, are there any substantial differences other than cloud storage?

There is no indication from Adobe that Lightroom Classic CC is coming to the end of its life. In fact, it is continually being updated and improved. It recently received another update as did Lightroom CC. Lightroom Classic CC is a much more mature program with many more features. It is possible to print from Classic, and the editing tools are much more robust. Classic enables you to synchronize collections of smart previews with Lightroom CC, and those smart collections do not impact your cloud allotment. Yes, they are smaller images. However, you are still able to edit them on your mobile devices and share them with other people. And the edits performed on other devices will impact the master images. Many Users fear that Lightroom CC is the new and upcoming Lightroom that is destined to replace Classic, and that Classic is on its way out. Some from Adobe have painted that picture in the past from what I have gathered. But it would seem that it will take substantial improvement in Internet performance and better synchronization process in the programs and much better understanding on the part of users before Classic will ever go away.
I experiment with Lightroom CC a little and see potential for it eventually. But I haven't committed to it. That means I haven't migrated my catalog to it and won't. Classic is my program of choice. I see where I can use CC to my advantage in some situations. For instance, if traveling I can import images directly to CC and then have them available in Classic on my main computer when I return home. My main computer is where I do my work. But that is really MY main reason for using Lightroom CC.
Before Lightroom Classic CC ever goes away Lightroom CC must substantially be enhanced. At the present time there are so many essential features missing that if Classic were to be discontinued I believe there would be many disgruntled users that would turn to other software alternatives.
When/if the time comes that Lightroom CC does take over as THE flagship Lightroom, it would seem logical that Adobe would provide a smooth path to enable the user to easily switch plans and move everything to the cloud. Take note that this is coming from someone who doesn't work for Adobe and has no connection or interaction with anyone who works for the company.

In Lightroom CC you can set the preferences to additionally store Photos locally BUT irrespective of this, Photos will always be uploaded to Cloud. That is one of its main principles.
As Jim Hess recommends, Lightroom Classic is suited to your requirements..
