I am trying to focus stack images using a desk top version of Lr(cloud) and Ps. It won't let me create a stack of the selected photos. The tabs are grayed out. Can it be done?

I assume you have selected all the photos and now want to send them as layers to Photoshop. That option does not exist in Lightroom, only in Lightroom Classic. What you can do is send the photos to Photoshop one by one, and then stack the open documents in Photoshop.
