Does anyone know if the HDR feature is available on the free mobile version?

At this time HDR merging is limited to desktop applications.

Camera Raw, Lightroom Classic and Lightroom Desktop  are all capable of an HDR Merge.

Camera Raw is a plugin that ships with Photoshop. It is the underlying engine behind Edit for Lightroom Classic, Lightroom Desktop, Lightroom Mobile, and Lightroom Web.

LATEST

The camera inside Lightroom Mobile is able to capture HDR images, even in the free version of the app.  Otherwise, if you are looking to merge bracket images you have captured elsewhere, Rikk's reply covers that.
