How delete files from Cloud Storage (20 GB) to recover space for new uploads

I use Lightroom Classic (library of all my photos) and Lightroom CC where I save photos from my mobile devices and some selected photos from my library.

I've finished my 20 GB of Cloud Storage and to recover space I've deleted many files from Lightroom CC - All Of My Photos (from my desktop app).

The number of files in the Cloud Storage now is up to date (8500 instead of 13.000) but the space available is not updated.

Lightroom CC continues to report that my Cloud Storage is always finished.

Why?

On Lightroom CC of my iPhone the sync of photos with Cloud Storage is always pending because of Cloud Storage finished.

How can I recover space on my Cloud Storage?

I don't know if this will answer your question. All of the images that you "uploaded" from Lightroom Classic CC were smart previews and did not impact your 20 GB of allotted cloud storage. The only images that impact that allotment are the ones imported directly into Lightroom CC. And they will have to be deleted in order to free up any of that cloud space.

So does this mean deleting them from Lightroom as well?

How do i then have them in Lightroom but not on the cloud?

Will deleting them in Lightroom cause me to lose the many hours of ratings?
