How do you create a presets folder in the develop module?

Been a while since ive used lightroom and i can see that there is no option for creating a presets folder in the develop module. Ive tried adding a folder and dropping a preset into it and then opening lightroom, but it does not appear. Seems odd to not have this type of funstionality easily available!!!

Preset 'Groups' that appear in the Preset panel no longer mirror the Folders in a File browser.

And to create a new 'Group' (in addition to 'User' ) there is a work-around:

1) Create a new Preset [+]

2) Define a new 'Group' name for this preset

Now you have a new Group to place or move Presets.
