How to get a white fill around a drawn character border please?

Hello. I've not long started using my Lightroom Mobile copy on my iPad, and finding it's really good. Previously I've simply been using the built-in Apple editor which has suited almost all my needs but now I can go to the next level.

I think I've got the hang of the masking possibilities, but I feel I'm missing one thing. I've been taking several photos and removing all background clutter to leave me with – ideally – a pure white background with my character isolated, and ready for a black vignette.. I'm happy to draw a mask using the brush mask around the outside of the character, I wish to retain (the light room option doesn't quite accurately outline the character , but I'm having some difficulty in achieving the white fill outside this mask line. I can do this in what seems to be to be a rather dirty way, which is to turn exposure right up, , play with haze, whites  and clarity, and eventually I can turn a mask "snake" into a pure white line. This falls down though, when I try to add a vignette, to say a black Border. Not surprisingly, I hear you say, because my method of achieving white is pretty awful. I've investigated using the clone tool, but I can't seem to  Use it as a simple fill. So, in an ideal world, I want to draw a fine line around the outside of my character, and then fill everything outside with pure white. Is there a proper way of doing this?
