How to prevent lightroom from eating all my xfinity 1TB data cap?

Ok, this one I totally did not expect. Last month I moved to a new home with a new ISP and I already had lightroom installed on my computer. First month with xfinity internet and it used all my 1TB in 20 days. Found through Glasswire that Lightroom uploads all my RAW files to the cloud, multiple times during the day. Disabled cloud sync in Adobe CC. Every time I open Lightroom I still get a 1MBps traffic with nothing in my library. I deleted all the files from the library manually. Somehow it still generates that 1MBps traffic. I don't know what to do! I will have to cease using Lightroom because it will blow up my internet limit again!! WTF Adobe??
