I've reviewed the account associated with the email address you've used for this forum and find that it has only the 20 GB plan.
I would recommend contacting Adobe Customer Care to confirm/change your account.

Is it possible that you purchased two separate subscription plans with two different emails?

Even the 'error' message looks weird!! if you only have one subscription.
It makes two statements-
1) You already own Lightroom plan with 1TB
2) You own Photography Plan (20GB)
As Rikk advises- contact customer care.
