Importing Preset Failing on Lightroom

I've followed the steps on how to import the .dng file to get the preset onto my mobile app but it just fails every time. What am I doing wrong here? 
 Any help appreciated.

We need to understand that the DNG is an Image file that contains the Preset metadata.

So we need to [Add] the Image.DNG to the library, 'open' the image in 'edit' mode, and then immediately Create a Preset (that uses the metadata about the Preset edit adjustments).
