Every time I try to clear the cache on Lightroom on iPad, it gets hung up and just spins. I've tried closing the program down and re-opening it, and rebooting the iPad, and nothing helps. The cached files won't go away. Is there a fix to this?

If you have cloud storage, the standard advice is to delete the app and reinstall.
Only do this though once you have ensured syncing to the cloud in complete.
You could also post on the forum monitored by the engineering team as it may be a little bug:

I'm having the same issue. Deleting the app every time is extremely obnoxious.
