Lag and Stuttering on Lightroom and Lightroom Classic

Hi, I have been having lagging and stuttering problems for a while now on both Lightroom versions. By lagging, i mean that sometimes even moving my mouse around can cause lagging, cursors aren't smooth (which makes it almost impossible to use them), and it just makes it hard and frustrating to do any work. I tried changing GPU accel settings, previews settings (in LrC), and updating my GPU drivers, but the problem persists, appearing and disappearing randomly.

I AM HAVING THE EXACT SAME ISSUES IT IS SO FRUSTRATING I HAVE LITERALLY LOST ENTIRE DAYS BACAUSE OF THIS!!  DID YOU GET ANY HELP/ANSWERS?
