Lightroom app and signed in but doesn’t load any contentious

I can sign on on my app on my phone also on the web but the app on my computer does not load any photos. 
Web version doesn't allow me to actually work the photos . A pain on my phone. 
i uninstalled and reinstalled but no success. What is going on?
