Lightroom CC is Not Working :Submodel does not exist: catalog

Hello, 

I have tried everything to resolve this issue, I recently wiped my PC and ever since I reinstalled lightroom it has not been working and I am getting these errors. Every other adobe program work except this one.

Everything I have tried:

1. Wipe my could store for lightroom

2. Reinstalled 5 times

3. Tried every older version

4. Updated my computer 

Also here is my system info:
