We’ve reviewed the email address you use with this forum and find no crash reports in our system.
Did you see a crash dialog?
Do you use a different email address when filling out the crash report?
Was the crash dialog Adobe’s? Apple’s?

No crash reports - I open the app, the startup window completes, the application opens, and then disappears immediately. No error message nothing happens. Have tried opening directly, through the CC app, and through a .raw file.

It does not stay open long enough to do that. CC says up to date Version 6.4.

Let's perform a clean reinstall as a diagnostic step.
Clean Lightroom Install Procedure
Close Lightroom
Restart the computer
Use the Adobe Creative Cloud App to uninstall Lightroom
Restart the computer
Install Lightroom via the Creative Cloud App without launching any other programs.
Restart the computer
Launch Lightroom
Wait 5 minutes

Done, exactly as instructed. The same crash from the video I posted; the splash page appears, and the app opens then disappears with no crash report.

Thanks for attempting that.
I was looking at Smit's post here on Lightroom Classic and was wondering if you are seeing something similar: https://community.adobe.com/t5/lightroom-classic-bugs/p-can-t-launch-the-most-recent-update-of-light...
I realize that thread is about Classic but can you try resetting permissions on those mentioned folders?

Yes, checked that now and those folders already had read and write permissions.

I suspected that would be the case, but it was worth verifying.
Let's get a copy of your console log. It should be in this location: ~/Library/Application Support/Adobe/Lightroom CC/lrcc_console.log

One detail, pointed out by our dev - can you open the App from the Applications folder rather than the Creative Cloud App?

No, I get the same result from the video whether I open it from the CC app, the Applications folder on Mac, or by choosing a file and opening it with Lightroom.

We have just discovered that our computer labs have the exact same issue with Lightroom. Lightroom 6.4 is no longer available with our Shared Device Licenses. It is available as a Named License. Which is not suitable for our school's computer lab environment. You might want to check your license type. CC shared Device are down to 17 applications while Named have 24 available.

I would agree with this assesment for our lab enviroment but I currently have a named license and it still does not work.
