Lightroom Desktop sync issues, 20 photos stuck - "NeedsProxyDownloaded"

I'm trying to install Lightroom Desktop and sync all the photos locally (to eventually merge to LrC) and am stuck on 20 files sync'ing.

 

The sync diagnostic report shows:

I've got Lightroom Downloader running concurrently as well for redundancy, but I think the 20 photos stopped sync'ing before I started the Lightroom Downloader download process an hour ago, I've been sync'ing overnight.

 

I can see them if I filter for then, but don't want to have to delete them from the library, I'm a little worried they won't come back + don't want to resort into their collections. As a sidenote, my LrC catalog upgrade seems to have lost a bunch of photos, I've imported the old catalog, they're back but in trying to remove some duplicates outside the adobe ecosystem I removed some images that now live in the cloud only (I wish LrC had better / more granular duplicate recognition - e.g. this is the raw version of a jpg you have imported, so still import and potentially replace) .

I have no answer to all your sync error messages, but it might have been simpler to-

1) Turn on [Sync] in Lightroom-Classic.

2) Nothing more needed!  All Cloud photos will automatically download and appear in the Lr-Classic catalog.

No, because of my (poorly planned) migration, a bunch of photos were renamed externally, so I removed photos with missing files. There were lots of weird duplicates too, because I'd imported renamed files that LrC didn't identify as duplicates (and two lightroom photos can't share the same underlying file). So I went through and deleted the photos with missing files. This was a bad decision. I was able to salvage a lot, my Lightroom Downloader download just finished and I might do an import from there, rather than Lr Desktop export -> LrC import.

My next plan is to fix the import errors, sync all those, actually do the Lr Desktop -> LrC export migration to hopefully get some of the collections that were zero'd out (though it actually looks like they're automatically sync'ing in LrC, at least what's been downloaded so far, so maybe unnecessary), then double check by importing from the downloaded folder to get any stragglers.
