Lightroom Desktop won't sync TIFF files

I am unable to sync TIFF files in the Lightroom (not classic) Desktop program (LRD).  LRD seems to reserve the space in the cloud but the sync never completes.  I am using Version 2.3 and have tried, resetting the preferences to their defaults and uninstalling and reinstalling the application. Nothing works.  Any help would be appreciated.

What's the size of those TIFF files? I believe there is a limit (200 MB) to what can be uploaded.
