I have tried all the usual and recommended fixes: log out, reinitialize the computer, install the latest version, etc. Still Lightroom doesn't start. It only shows the initial thumbnail sign (I don't know how to describe that) and either stays there forever or displays an error message.
As a web application it looks like working, but then tells me that I have filled up the 20GB allowed in the cloud.
The automated chat only takes into a loop, reasking again the same questions.
I really cannot see more ways to repair this. I mean, is this a start up software company? come on guys.
PLEASE SOMEONE HELP.

Are you launching from Windows Start menu or CC Desktop App?
If the latter, update your CC Desktop App.
Try right-click on LR CC icon > select More > Run as administrator.

Further, Photoshop and LR Classic do the same. My mind state is "anguish".

I add to this that I uninstalled everything, run the cleaner app, reinitialized, reinstalled, etc. etc. and only LR Classic works. LR CC and Photoshop do not.
Please help.
I understand this community is for mutual help, but apps not even working, well, Adobe should take care.

Finally a very able person from Adobe took control of my computer and found that deactivating one of my graphic controller cards was the solution. Still, I cannot understand that this fact, that the applications do not work with a perfectly normal and commonly used graphics card, could not be handled in a more decent way by a powerful corporation, such as Adobe is, causing that much loss of time and energy to their customers.

For what it's worth, my graphics card can't handle the latest Photoshop GPU requirements either. I'm using a previous PS version until I get newer equipment.
Due to COVID inventory shortages, many new computers actually contained older parts. Commonly used, yes but not the latest. Ditto for cars & household appliances.
When inventory levels normalize again, replacing your graphics card with a better one shouldn't break the bank. See below for requirements.
