Lightroom iOS app will not export “storage almost full” - 25GB is available

 iOS app v6.1.0 on iOS 14.3 on iPhone8. I have 38GB Aavailable on the phone, Lightroom sees 25GB available. Will not export because my storage is full. It helps when I reboot the phone, but that is a hassle.

Does force quitting all other apps help too (avoid rebeoot)?
