Lightroom Menu Is Missing on Windows 10

I hadrly have any toot bar, only the 5 items, at the top left hand side, and see all the rest that a light room classic look has is missing.

Can you please advice.

The screenshot shared by your shows you that you are using Adobe Lightroom (Cloud), a different application from Adobe Lightroom Classic (LrC).
