I recently noticed that on my iPhone version of Lightroom my cloud icon is green. I also seem to have a debug build that allows me to see extra information like heartbeat, generate app diagnostics, and extra status information on photos. Is this supposed to happen?

on my iPad and Mac mini this is not the case

I think you've accidentally done a very long press and hold on the cloud icon (longer than 10 seconds) to get into that extended diagnostics mode. To get out of it, a short 1 or 2 second press and hold on the cloud icon will turn that mode off.
