Here are three things that can help:
Have you tried to sign out of Lightroom & sign in again? Give it two tries or sign out & sign in again.
Try keeping the device in Flight Mode & without internet when you launch Lightroom.
You've checked the cloud already & you're sure everything is backed up to the cloud; try reinstalling Lightroom.
If none of the above steps help, please send me the Diagnostic logs for Lightroom.
