Lightroom mobile on my Samsung S8+ not exporting full resolution jpg's

The original raw files on sitting on my local hard drive and the collection is synced to the Creative Cloud.

I exported the images in Lightroom mobile from that Collection to my phone's internal memory.  The resulting files are only a few thousand Kb's.  These files should be at least 10mb in size. Why can't I export high resolutions in LR mobile?

You don’t say why you need to do this? The system is designed to push the optimum sized photo to your Samsung device. LR Classic will only sync smart previews from collections. So that will be the maximum size available when downloading from the cloud.

If you wish to store originals in the cloud you could consider importing them directly into the web app and then wait for them to be downloaded into LR Classic which will obviously use more storage space than smart previews.

Otherwise export the size you need from LR Classic and connect your Samsung device to copy them into an internal folder or SD card folder.

Thank you.  This may sound crazy.  I am exploring the possibility of using an alternative mobile workflow using my Samsung phone or Samsung tablet. I already know how to copy raw files to my phone or tablet using an OTG adaptor and card reader.  I would like to process my photos on the go and exporting them or sharing them to Facebook or send full sized jpg's to customers.  I did do a test and created a new collection in LR CC and added some raw files.  I was able to export them from LR CC to jpg t full size.  In LR mobile I was also able to "save to device" in my phone's main memory, full sized jpg.  This feature only saves to the main memory of the phone and not the micro SD card on my phone which has more space.  Sharing to Google Drive only sends a small jpg which I suspect is similar to the smart preview images.   This mobile workflow has some big limitations and may not be practical.

Yes if you are adding raw files into LRCC (not LR Classic) on tablet or phone the originals will get sent to the cloud. The usual limitation is speed of handling for large files and strength of WiFi connecion.

I am using Lightroom CC on my iPad/iPhone X and can not export RAW files to a large format in order to then print on aluminum 18X24 or larger. I would prefer to not go into Lightroom 6.14 to  complete the final export but that appear to be the only way to keep the large format files. Any ideas?
