Lightroom mobile premium sync to MacBook

Hello everyone!
I downloaded Lightroom for iPhone XR, so I can choose to pay HK$38 per month and get premium features and 100 gb of storage space.

There are several problems

1) I can only find HK$38 (including 100GB) in the ios app to join the premium version, and the adobe website displays HK$68 (including 1TB). Is it any different?

2) If I subscribe to Lightroom mobile premium via iphone/ipad, can I still use my subscription in macbook? When I try to use my subscription in a Macbook, it shows that my subscription has expired. (Please note that I have tried to subscribe Lightroom in Macbook's app by using the same account, but was later canceled.)
