Lightroom mobile presets won’t load on new phone

Upgraded phone but still running same iOS (13) logged out and back into my LR mobile and my presets won't load - everything else seems to be working fine however the presets are grayed out and the circle keeps spinning indefinitely. Help!

I see you do have a paid subscription and presets you had created or imported and synced on your original phone should indeed exist in cloud storage, and be copied down to your new phone.  This does assume they were synced correctly in the first place.

 

To confirm they do exist, if you sign into your same paid account in the Lightroom web app, do you see the presets there?  To do that, visit https://lightroom.adobe.com/ in any web browser and sign into your account.  Open an image, click the edit button at the top right next to the image, and then down towards the bottom right of the edit screen you'll see the Preesets UI.  

 

If you see your Presets in theLightroom web app, then they were synced correctly from your old device.  Maybe signing out and signing back in on your new device will help.  If you do not see the presets in the Lightroom web app, your old device needs to finish syncing them.
