Lightroom premium not available/wont restore purchases

Hello Adobe support,

I have had continued issues on both my iPad and my new Galaxy fold 3 with accessing premium features. my account is showing I am subscribed through the play store, and I have Uninstalled and logged out of my account several times. Please help me figure out why it won't let me access premium, as it makes it difficult to access my cloud storage with client images.
