Hi,
I'm getting extremely frustrated. I have paid for the premium Lightroom however the app is not allowing me to use the premium 'services'.
when I go to subscribe it shows as 'unable to process purchase' - clearly because I already have the premium subscription.
can someone please help?

Try signing out from the Lightroom app on your phone, close the app, force eject it, then restart it and sign in again (taking care to enter the same Adobe details that relate to your subscription account).

OK, have you tried contacting Adobe directly (go to Adobe.com, Help & Support, Contact Us)? Someone from Adobe needs to investigate your account to see what's going on with it.

Make sure you are loggin in with the account that has purchased the subscription. The email ID that you are using in this forum does not have a subscription. However, I see another user with your same name that does have an active subscription.
