Lightroom Presets lost after shifting Adobe account to a new email

Hello, 

 

Unfortunately, our IT department decided to migrate our adobe accounts to a new email without asking us causing me to lose all my Lightroom presets that I have created over the years. Is there anyway to get this back? 
I have my LightroomLibrary.lrlibrary cache file still, is there anyway to access this inside of Lightroom to copy and save the edits I've created to images?

Thanks for anyones advice, as I'm panicking!

What type of Adobe account are you using? Are your files synced to the Creative Cloud? 

Which version of the application are you using?
