Lightroom "An unknown error has occurred" when trying to import

I recently downloaded lightroom (both classic and CC). While I was able to import a small chunk of photos, most of my photos can't be imported. I get:

 

An unknown error has occurred (128) or An unknown error has occurred (23)

 

Error 128 means the download is damaged. idk why its calling my RAW files downloads and they are not damaged in anyway. Error 23 means I dont have enough space, but I am adding the RAWs fro their original location. im not duplicating them. I have about 640 GB free at the moment.

 

What can I do to fix this issue?
