Lightroom "Open" button greyed out in Creative Cloud app.

I have the Photography Plan which includes Lightroom Classic and Photoshop.  Photoshop appears to be installed locally but the "Open" button is greyed out for Lightroom, although there is no option to install it since Creative Cloud thinks it is installed.

In cases like this, the first step is to open the Creative Cloud app, then sign out of Creative Cloud. Then sign back in, using your Adobe ID associated with your subscription. Often this clears up this category of authentication issues. Try this and let us know if your Lightroom status changes back to normal.

Thank you Michael.  I signed out and when I signed back in I had an option to download the software (which I didn't have earlier).  I believe the issue was caused because I initially purchased Lightroom, not the Photography Plan with Lightroom Classic.  I uninstalled Lightroom but the system apparently still thought it was installed.  All is working well now.
