You have to give more information. Which version of Lightroom? What do you mean with 'Saving photos'? Exporting them? If you export, what file type do you choose? If you save as 'original', then edits are not saved in the pixels of the image, because if they were then you would not export the original. If you save as DNG, then the edits are stored in the metadata of the DNG, not in the pixels. You will not see the edits if you open the DNG in a non-Adobe application. To always see the edits, you must choose an RGB format like JPEG or TIFF.
