Lightroom sharing

Hello,

I would like to move from Picasa/Google photos.
I'm not sure Lightroom is the right choice.  My question are:

- I would like to share images/albums with people in my office so that each person can wiew/edit only some images/albums. Is that possible?
- Are images stored both online and offline?
