Lightroom won't sync to my devices + it says I don't have a subscription.

Hey, so I'm brand new to Lightroom but I've had it installed for a while now. When I first tried to use it about 6 months ago, I had a problem where I opened it and it suddenly just closed. I fixed this problem from someones post and their solution was to turn off sync really quickly in the second it was open. I did this and now, when I want to use it again I have another problem. It won't let me sync my files or even turn sync on again.

I also can't live with it off because it won't let me access most features, it just has a "get subscription". I press the subscription button and it goes in a constant cycle of bringing up a box that says I have subscribed but when I close it, it does absolutely nothing. 

I will include a video of my 2 problems. 

I am using the latest version of Lightroom on a Windows 10 Home PC.
