Is there a way to buy and download the standalone apps like Lightroom, Photoshop, and Premiere Pro? Or does everything have to be done through CC now?

You mean "buying based on a perpetual licence"? No.

Subscription as a separate single product? Yes. Look here: https://www.adobe.com/creativecloud/photography.html.

Premiere Pro can also be booked as a single app. However, as soon as you use more than 2 products (exception Photoshop+Lr Classic, where there is a special price), you're better off with the full CC.

Lightroom is unusable with the Photography Plan because of the limited cloud space of 20 Gb. Also, 100Gb of Cloud space is too little for serious work. Decent Lr work can be done with 1Tb of cloud space. However, my picture collection is way over 1Tb. That's one of the reasons I use Lr Classic, which works locally but has the disadvantage to be not that mobile.
