I'm not seeing any such problem, and your screenshot doesn't really tell us anything, so there are a few questions:
1. Can you clarify your exact version numbers? Also can you clarify which app you are using on your M1 system....there is no longer any app called LightroomCC, and as "Lightroom CC" was the name originally used in the past by both the traditional desktop app now known as Lightroom Classic, and the newer cloud-centric app now known as just Lightroom, you'll understand when we ask for the specific name and current version number.
2. Have you checked the sync status of both the iPhone and M1 laptop (tap/click on the cloud icon top right of the screen)? If everything is working normally they should both report "Synced and Backed Up".
3. Assuming one of the apps is stuck syncing, have you logged into your LrWeb app (login using your Adobe ID at lightroom.adobe.com), as that will show you what changes have been synced to the cloud, and that should then allow you to figure out which of the two apps isn't syncing correctly?
