Lightroom CC's last version was 2.2.1 released in April 2019. It was the last version to carry the CC name and is likely incompatible.
Lightroom Desktop 6.0 (its successor) was released in October of 2022 and has been tested with Beta versions of Mac OS 13.0 (Ventura). Unless Apple made changes in the final release, it should be compatible.

I'm sure the OP is referring to the current version of Lightroom (Cloud version) 6.0 released last week.
The link you provided indicates that it is compatible with Ventura.

May be Lr 6.0 works if it is installed before upgrading to Ventura, but it will not install. The progress bar goes quicly from 1 % to 99, and CC shows Lightroom is installed. There is no sign of the app on the disk, in any folder. Grant write access to the /tmp/ did not help.

There are some problems with some languages versions. Go to preferences and choose default language as English. Next try one more time to install lightroom.
