Migrate Apple Photos Library to Lightroom CC Fails @ 1% (initializing manifest writer)

Hi -

I'm hoping someone has seen this issue and is able to help out.

ISSUE: Lightroom CC simply will not migrate Apple Photos Library.

SYMPTOM: Using the Apple Photos migration Wizard File>Migrate Apple Photos Library... .  I can get through the first 2 Wizard Windows (Window 1: Migrate to LIghtroom CC; click "continue", Window 2: "Before you begin", "continue").

On Window 3, the following is shown for approximately 1 minute: "Initializing. 1% complete - This may take a while.  initializing manifest writer.".  It is then followed by a final Wizard Window 4 "Something went wrong.  Apple Photos is missing or damaged (no it is not). Lightroom does not have correct permissions to access the Photos Library. (all checks show that it does).  If you have a valid Photos Library, please make sure that it is marked as the System Photos Library in the Apple Photos>Preferences (it is so marked).  <Check Again> <Migrate Later>"

TROUBLESHOOTING:

The information / suggestions on the following pages were double and triple checked, inclusive of running the Apple Repair Tool.

Subscription: Creative Cloud for Teams

# of Photos to migrate 30k

# of Videos included 2k

# of Albums 0

And, finally, a little lamenting ... I'm at a total loss as to why this is not working and have been out of things to try or places to look for a while now.

Having been wrestling with this for the past 6 days, today has been particularly frustrating as it's been IMPOSSIBLE to get anyone from Adobe on the phone ... 3 separate calls with over 75 minutes on hold and still no answer or call back.
