My new phone didn't receive all of my pictures

I just got a new phone and only a fraction of the photos transferred over and all of my presets are gone.  I was using the free version, but just downloaded the premium and waited for the phone to sync.  After it synced, nothing changed.  If I bought the premium after, should the photos and presets still transfer, or would I have had to do that before getting a new phone?
