Assuming you have (at least) a mobile subscription then check at http://lightroom.adobe.com/ to try to ascertain where the issue lies. If the photos are all there then the issue is between the iPad and the Cloud. If the photos are not there then the problem is between the phone and the Cloud. The only thing I can guess, is that as there doesn't seem to be a wifi symbol on the phone screengrab, then maybe in the App's settings 'Use cellular for sync' is turned off. If you have enough data, maybe check that. Or see if sync completes over wifi (you may have done this already of course).
