No File Open Catalog Option

I am having an issue with not seeing "File > Open Catalog." Below is a screenshot showing you what I am seeing. I am trying to restore from a previous catalog.

What am I missing?

There are two completely different Lightroom apps.

Your screenshot shows the Cloud-based Lightroom CC. There is no catalog. It’s all managed online by Adobe’s servers.

Sounds like you want Lightroom Classic CC (which used to be called Lightroom CC until late last year)

so , im using Lightroom . I dont get the catalog options . should i migrate to lightroom cc ? if so how ?

Lightroom-Classic requires a subscription to the Photography Plan. $9.99 PHOTOGRAPHY PLAN (USA) 

If you only have the Lightroom Plan you will need contact Adobe and change plans.

(The name Lightroom-CC is no longer used)

(Note: that the Photography Plan has limited online storage 20GB.)

(Lightroom-Classic can automatically download- 'Migrate'- all Cloud files from Lightroom by a Sync process.)
