Place Tags for UK places not in towns

It is not possible to use organser to place UK photos on the place map outside large towns, without encountering insurmountable problems. It did not work in Elements 2018 and it still does not workin Elements 2023.  Does it work in Lightroom?

I just came back from 3 weeks in Europe and all of my photos are tagged with location. This is from LR on my desktop.
