Can you print pictures in version 2.3 like you can with Lightroom CC?

Also, can you display pictures on an external monitor in version 2.3 like you can with Lightroom CC?

Unfortunately the answer to both is no.

You can add votes for the feature requests here:

Lightroom CC: Allow for a second monitor | Photoshop Family Customer Community

It's best to use Lightroom Classic currently for these features.

As Selondon has suggested, you can submit a feature request or requests to the posts identified. However, I wouldn't hold much hope for either being supported any time soon. The version of Lightroom that forms part of the cloud ecosystem is mainly focused at customers who wish to share their photos via online galleries or social media not print.

It's also worth noting that neither of the two feature requests listed in above posts have received much, if any, attention from Adobe staff.

And amazingly, Classic is actually better at those too. Lightroom Cloud on the Desktop can only share to Lightroom web galleries and not to anything else. It can't share to social media directly either without going through an export to jpeg step and manually uploading to social media. You can do it easily on the mobile versions because it is built in to the mobile OSes but not on the Desktop version. Sharing to social media from Classic is trivial. It is also possible to print from the mobile Lightroom cloud versions contrary to the desktop versions.

So if you want social sharing and printing, use Lightroom Classic or Lightroom Cloud on a mobile platform.

Version 2.3 IS Lightroom CC. If printing is an essential part of your workflow then Lightroom CC isn't what you want. Lightroom Classic has a good print module, but it is folder based local storage. Lightroom Classic and Lightroom CC are different programs aimed at completely different types of users in my opinion.
