I just moved from LR4 to CC. There is no Printing option that I have found. I can't download as a Tiff to send to a lab. I don't see where I can store a Lab's printing format. I cant find a soft proof. Am I missing something?

You are not missing anything. If you have upgraded to the new Cloud Based Lightroom CC it has a smaller feature set that Lightroom Classic.
If you download Lightroom Classic (the latest iteration of traditional Lightroom), this will give you features you require (although it doesn’t store originals in the Cloud if that’s what you are also after).
