Profiles are in the Cloud; but, won't sync to the desktop

I have searched and not found anything quite like this issue. I have several VSCO Camera Profiles that are specific to my Fujifilm X-T2 that used to work just fine on my MacBook and in LR Mobile apps. After Lightroom started storing all presets and profiles in the cloud I have had problems getting my VSCO Camera Profiles to sync to my MacBook.

 

To be clear: the profiles exist in the cloud. My Mobile apps work just fine applying the presets and profiles. I can see and use the presets and profiles in the web-version of Lightroom too. But, I can't get them to come back down to my MacBook.

 

It would be a simple thing to re-install these; but, it seems that my copies of these files were sucked up to the cloud and I no longer have them. VSCO does not make these presets & profiles anymore. 

 

I have re-installed the desktop version twice, removing settings in the process.
