My macbook pro died last week. It was repaired but i received a clean one and was able to restore using my current time machine backup. Lightroom opens up , shows that i have 4600+ pictures but they are all pixelated , and the files location are pending.  I checked my drive and i can see my raw files inside the folder pictures/lightroom CC but lightroom doesn't seem to be linking them . The info show location local and cloud pending.

Lightroom cloud cannot be restored from a local backup. The local library is just a cache, to speed up the app because it does not need to download something for every small change you make. If a restore is ever necessary, like in your case, it will be done by downloading everything from the cloud again. And that does indeed take time.

My guess is that you are going to have to wait awhile before it all syncs up.
