Press and hold on the Scroll Handle - wait for the Haptic feedback and then you should be able to move quickly.

What works for me is the shortcut that works on almost all other iOS apps: Tap the status bar at the top of the screen. This seems to do the same thing as pressing the Home key on a computer: It scrolls a list to the top. So if you already know how to scroll to the top in iOS in general, that works in Lightroom too.
