Thank you for sharing the video and system information; that really helps. From what I can see, this does not appear to be a known Lightroom bug, and it’s likely related to your graphics driver and app version.
Please try the following steps in order:
1. Your AMD Radeon R7 driver appears to be quite old, and Lightroom is reporting a “soft: fail_insufficient_driver” state.

Please share a video & screenshots of the workflow, as well as system information from Lightroom Help > System Info> Copy and paste into a text document. Then, upload and attach it here, along with specifics about what you need help with.

• Go to AMD’s official website and install the latest Radeon driver for your A12-9720P / R7 Graphics (do not rely on Windows Update).
2. Update Lightroom to version 9.1 from the Creative Cloud Desktop app.
3. Reset Lightroom preferences. Close Lightroom. Launch it while holding Shift + Alt. Confirm Reset Preferences and relaunch the app.
If the issue still persists after all three steps, please share:
• A new screen recording showing the full workflow (tool selection > area draw > issue)
• Confirm whether GPU acceleration is ON in Preferences
That will help us narrow down whether this is a remaining GPU compatibility issue or something else in the configuration.
