Shared album - downloaded pictures not appearing in the downloads folder

I shared an album with a friend. Set it to "Anyone can view" and "allow jpg download".

She downloaded pictures but they don't appear in her downloads folder. 

She has an iPhone, I have a Samsung.

I tried the link myself and it worked for me.

Please ask your friend to check the iOS Photos app (camera roll), and also the Files app as images may have inadvertently been saved there.

I can also depend on the browser she uses. Chrome downloads to its own local downloads folder, not the Downloads folder in iCloud Drive. The Chrome Downloads folder can be accessed in the Files app, but the location is 'On My iPhone > Chrome'.
