Since updating to cc2019 editing options are grayed out

Since the latest update to Photoshop, when I am in Lightroom and opt to edit in Photoshop the image does open but none of the editing options are available, they are in gray.

This is a know bug and has been reported many times. The work around is that you must first start Photoshop. Then you can send images from Lightroom to Photoshop and won't get a problem.
