Storage Full in Lightroom desktop even the images are cleared

I have deleted everything from my library. I am trying to download 1,400 images and it is telling me I need more storage......I do not have anything on this computer but lightroom and I emptied it completely, so i think... any help?

Sorry that Lightroom is showing your storage is full even though you've cleared the storage.

Could you please check the number of images showing up on https://lightroom.adobe.com/ ?

What actually is the message? More cloud storage or more local storage?
Is your local storage setting to store originals on your computer? If so how much free space is there on the machine?
